SANE Policy Institute responds to the urgent need for credible, independent research that advances dialogue, curbs militarism, and strengthens global security. In an era of mounting geopolitical instability and eroding trust in international institutions, SANE challenges prevailing security paradigms that prioritize military buildup over human well-being.

Grounded in international law and committed to common security, we conduct rigorous, non-partisan research to inform policies that reduce global violence, prevent armed conflict, and protect civilians. PEOPLE

CESAR JARAMILLO, Executive Director

Cesar Jaramillo is Executive Director at SANE Policy Institute, Chair of the Canadian Pugwash Group, and a visiting professor at the University of Ottawa. His work focuses on arms control and disarmament, multilateral diplomacy, emerging military technologies, and the protection of civilians in armed conflict. He is former Executive Director of Project Ploughshares and has engaged broadly in UN and treaty-based processes.

LAURA BOILLOT, Advisory Board

Laura Boillot is Director of Article 36, a UK-based NGO working to prevent harm from weapons. Her work focuses on explosive weapons in populated areas, humanitarian disarmament, and civilian protection. She sits on the Steering Committee of the International Network on Explosive Weapons (INEW) and served as INEW Coordinator during negotiations on the international political declaration on explosive weapons.

CRISTIAN WITTMANN, Advisory Board

Cristian Wittmann is an Associate Professor at the Federal University of Pampa in Brazil, specializing in international law and humanitarian disarmament. Since 2004, he has worked as a researcher and delegate with the International Campaign to Ban Landmines, the Cluster Munition Coalition, SEHLAC, and ICAN, where he serves as the SEHLAC representative to the International Steering Group.

PEGGY MASON, Advisory Board

Peggy Mason is President of the Rideau Institute on International Affairs and former Canadian Ambassador for Disarmament. Her career has focused on peacekeeping, diplomatic peacemaking, arms control, disarmament, and strengthening multilateral approaches to international security. She led Canadian delegations to major treaty review conferences and has served on UN expert groups on disarmament and arms control.

TARIQ RAUF, Advisory Board

Tariq Rauf is the former Head of Verification and Security Policy at the International Atomic Energy Agency (IAEA) and former Director of the Disarmament, Arms Control and Non-Proliferation Programme at SIPRI. He has advised NPT Review Conferences, UN disarmament bodies, CTBTO officials, and national delegations, and is widely respected for his expertise on nuclear non-proliferation, and disarmament.

MARÍA PÍA DEVOTO, Advisory Board

María Pía Devoto is Director of the Association for Public Policies and an expert on international security, non-proliferation, disarmament, arms control, and gender. She is a founding member of the Argentine Network for Disarmament and the Human Security Network of Latin America and the Caribbean (SEHLAC), which she coordinates. She has served in leadership roles across international campaigns and NGO networks.
